Social housing and land plots in Binh Duong in 2026
Figures from the Ho Chi Minh City Department of Construction as reported in the press, and from regulations already issued; former Binh Duong has been part of Ho Chi Minh City since 1 July 2025. Updated 29 October 2026.
Which social housing projects are in Binh Duong in 2026?
According to the Ho Chi Minh City Department of Construction (press conference on 8 October 2026, reported by VTV – CafeF on 9 October 2026):
| Social housing | Figures |
|---|---|
| Social housing land sites and projects across Ho Chi Minh City after the merger | 191 sites, about 740 ha |
| Former Binh Duong area alone | 59 land sites and projects, about 184 ha |
| Under construction across Ho Chi Minh City | 25 projects, about 22,900 units |
| Completed since the start of 2026 | 3 projects, 2,283 units |
| Completion target for 2026 | 13 projects, about 9,000 units |
| Target for 2026–2030 (Government Resolution 303) | 181,257 social housing and rental housing units |
The Department of Construction has not published a separate list of individual projects in former Binh Duong. Each social housing project must publicly announce the application period, number of units, floor areas and prices at least 30 days before the developer starts accepting applications — follow the announcements of the Ho Chi Minh City Department of Construction rather than ads for "internal allocations". Example of a project in Tan Uyen Ward announced in September 2026: provisional price of about VND 19.8 million per m² incl. VAT, units of 39–57 m², applications expected in Q4/2026, handover in 2028.
To buy, you must belong to an eligible group and be within the income ceiling set by regulations — see Social housing loans: eligibility and preferential interest rates. If your income exceeds the ceiling, you have no allocation yet or you need a home soon, a completed commercial apartment such as The Habitat Binh Duong is another option.
Which land plot projects are in Binh Duong?
Since 1 August 2024, the 2023 Law on Real Estate Business (Article 31, clause 6) restricts developers from subdividing land and selling plots to individuals to build their own houses. Under Decision 3001 of the Binh Duong Provincial People's Committee (VnEconomy, 30 October 2024), land plots with completed infrastructure may not be transferred to individuals for self-building in:
- The administrative boundaries of the (former) cities of Thu Dau Mot, Thuan An, Di An, Tan Uyen and Ben Cat;
- New urban areas within the Binh Duong Industrial – Service – Urban Complex; along the Saigon River (Dau Tieng) and along the Dong Nai River (Bac Tan Uyen);
- Projects subject to land use right auctions; areas fronting main roads 23 m wide or more according to the plan.
Other areas are decided case by case by the Provincial People's Committee. This decision was issued before the merger — ask the ward or commune People's Committee or the Ho Chi Minh City Department of Construction which rules apply to the area before placing a deposit on a land plot. In practice, in former Thuan An and Di An — areas with many industrial parks — people buying to live in or to rent out mostly choose apartments. HPR currently does not distribute any land plot projects in former Binh Duong.
If you still want to buy a land plot, check before placing a deposit: a separate red book for each plot (do not buy with a "shared book" or a bailiff's record), an approved 1/500 detailed plan, the infrastructure acceptance record and the conditions for splitting the plot. See Conditions for splitting a land plot, Checking a project's legal status before buying, Land plots and townhouses in urban areas: what to check.
Which type should you choose?
- Income within the ceiling and able to wait 1–2 years: follow the Department of Construction's social housing announcements; low prices and preferential loan rates, but with separate rules on resale.
- Need a home right away, or want to rent to experts and industrial park staff: a handed-over apartment you can view in person — for example The Habitat Binh Duong next to VSIP 1, from VND 3.58 billion incl. VAT (developer's price list of 3 April 2026).
- Buying an off-plan unit: compare progress, legal status, payment schedule and total cost — see Calculating cash flow when buying a project home.
